It’s the middle of July, and while major retailers like Target and Kohl’s are already starting to air back-to-school commercials (um, hello, we’re still in summer…), take the time to enjoy the remainder of the season and the unusually warm weather with a hot summer trend: neon nails. Summer practically screams bright colors, from tops and cut-offs to shoes and accessories.
